Low input-low output technologies are prevalent and consequently output and earnings from cocoa cultivation are generally low for the majority of farmers. In addition, cocoa farm households possess high dependency ratios as a result of high birth rates and the extended family culture. The resulting scenario is that smallholder cocoa farmers are unable to save sufficiently from their meagre incomes to enable them invest in their farms resulting in stagnation and decline in output. Annual earnings can barely meet the necessities of most of these households. A significant number of cocoa farming communities may therefore be classified among the country's most deprived communities.

- To Strengthen Community Based Farmers Associations' Technical Service Capabilities.
- To Establish And/Or Improve The Direct Linkages Between Rural Associations And The Market.
- To Strengthen Community-Based Organizations Needed In Social And Labour Practices In The Area.
